Broad term representing a set of attributes related to language and/or other regional preferences.

Such attributes may include:
* Language used (e.g. English U.S vs English U.K)
* Preferred currency
* Date format
* Number format
* Collation rules
* Etc.

There are almost as many locale representation as there are platforms. Macintosh, Windows, UNIX, Java, Oracle all have different ways to designate a locale.
